2012 &13 BUDGET AND LAYOFF INFO FOR COPPEA MEMBERS

The budget processes for Bureaus are coming to a close at the end of January. As you well know, the Mayor has asked Bureaus to project budgets with 4%, 6% and 8% cuts, and with PBOT also balancing a $16 million deficit. COPPEA stewards/members, Union Representative Behnaz Nelson, along with PTE Local 17 Research Director Elliot Levin, have been actively participating in various Budget Advisory Committees (BACs). COPPEA representatives have also been working closely with Bureau Directors, including BHR Director Yvonne Deckard, to understand the potential impacts. As you may know, seniority lists will not be completed until after January when the budgets are submitted and positions have officially been identified for layoff. Even then, BHR states the process of identifying seniority is detailed and arduous and has to be done by hand to take into account previous positions held by the affected employee(s). So, it may be a couple more months before we know the bumping impacts.

While COPPEA has vigorously advocated for a heads-up notification on which positions would be identified for elimination, we were blind-sided at PBOT. Verbal notifications were given to employees with no notice to stewards or Behnaz. In fact, it was not until after a long weekend that union officials were spoken to by PBOT Director, Tom Miller. During that meeting, Miller STILL did not have the list of affected positions/employees to provide to the unions represented in the Bureau. Labor was infuriated at Miller’s lack of respect to the employees, the Unions and the layoff process. Miller tried to insulate himself by saying his hands were tied by BHR, so naturally our next call was to Yvonne Deckard. Thanks to COPPEA’s reputation and strong relationship with BHR, our concerns were immediately heard and addressed. In addition, assurances were given that going forward the City will be more diligent in respecting our presence. 
If you have been notified that your position was identified for elimination there are a few things you should do next: (1) don’t panic, your job is secure until the end of the fiscal year (June 30th); (2) COPPEA will meet with management to bargain the impacts of the proposed reduction and you will be involved in helping to save your job; (3) COPPEA will actively lobby Council to find financial savings through efficiencies and overhead and not through job cuts – again, in attempts to save your job and you will be integral in these discussions; and lastly, (4) you may have bumping rights to another position which will mean you remain employed after your layoff.
Please contact your Steward or Behnaz Nelson (behnaz@pte17.org) if you have been notified of a potential layoff or if you have any questions. Please join us on February 21st at 4:30 pm for a training on understanding our contract language related to layoffs and bumping. Location is TBD – more info is forthcoming.
The time for making our voices heard will start in February and continue through May.   COPPEA leadership will be reaching out to members to make our presence known at Council and perhaps even in private meetings with Commissioners. Stay tuned for more information and be prepared to pack the house in protest & speak up to save our jobs!!

Occupy Portland

At the November 1st General Membership and Executive Board meeting, the E-Board voted to issue a statement of support for the Occupy Portland movement.  The motion was made and the statement drafted by the Officers.  Minor edits were adopted following a discussion at the E-Board meeting.  The following is the final adopted statement:

The City of Portland Professional Employees Association (COPPEA) represents over 700 employees in professional and technical jobs at the City of Portland.  COPPEA advocates for fairness in the workplace, opportunity for professional development, and prosperity for all working families.  Our members take our professional obligations seriously, providing excellent public services to the citizens of the Portland area.

During the recent economic recession we saw our members, colleagues, and friends lose their jobs as national banks stopped funding local development and started foreclosing on mortgages.  Two years later many of those friends remain unemployed or underemployed, have lost their healthcare coverage, have run out of unemployment benefits and are faced with no way to support their families.

 

Wall Street and corporate America must invest in Main Street and put people back to work.  Making credit more accessible to small businesses would directly translate to more local development and more local jobs.  Closing corporate tax loopholes would generate much needed tax revenue to support our aging public infrastructure.

 

COPPEA members are among the 99% of Americans who have been deeply hurt by the financial crisis and ensuing recession, and we affirm the argument of the Occupy Movement that the burden of the economic downturn should not rest solely on the backs of working families.  COPPEA agrees with the aims of the Occupy Portland movement to hold Wall Street accountable. 

President’s Communication - State of the Union

COPPEA State of Union
 
In becoming Union President on January 1st of this year, I not only transitioned from being Treasurer to President but also into a new partnership with PTE Local 17 as our Union Representative, replacing our Business Agent of many years.
 
With this fresh approach we have established a good report with management, HR partners, and Council members. 
 
We have been successful in early intervention of member’s issues to find winning resolutions and currently have no grievances in the works.
 
The positive interactions gained us an agreement that gave members the option to use flex time on holidays, a past practice that was nullified during contract negotiations.
 
We have brought on two new classes – EPC’s & CE’s Environmental Program Coordinators & Communications Engineers and are discussing other classes to bring on board.
 
We have established a newsletter for communicating on a regular basis with our members; a training committee is looking at Steward Training opportunities; a budget committee will look at how the City’s budget and legislative issues affect our members; and during contract negotiation ramp up, a policy committee will be put in place to provide guidance and direction to the bargaining team.
 
We have gained many resources through our partnership with Local 17 that will continue to assist with our future growth. Local 17 has provided a full time dedicated labor relations professional, who also is an attorney; full access to their Communications Director, Training Director, Research Director and any other staffer or resource we have needed.   Our interests are aligned, our values are the same and together we will strengthen COPPEA’s solidarity, reputation and achievements!

 

Safety Comes First

 As your President, I was given the honor to be the initial speaker at the 12th Annual Safety Committee Conference held today, November 3rd. The following is the communication I shared with the attendees.

 
Welcome to this 12th Annual Safety Committee Conference.
 
I am Gerry Verhoef, President of COPPEA – City of Portland Professional Employees Association. We have about 700 members ranging from computer techies to planners and engineers. In between there, we have material testers, environmental specialists, and botanical gurus. A good portion of our members work in both the office and the field and they want to have safe environments to conduct their work in both places.
 
Through our labor contract, COPPEA maintains important language requiring the City to provide safety equipment for its members. Further, because of our contract, employees are provided with the opportunity to be reimbursed for the purchase of safety shoes, prescription safety glasses and rain gear for the outdoor obligations that must be performed during potentially dangerous weather conditions. COPPEA is using members’ eyes and ears on the ground to bring issues of safety to the City’s attention.
 
I am personally grateful for the cooperative effort put forward by the City in supporting our member’s safety in the work place. Working in my current capacity as an Engineering Associate and previously as an Engineering Tech II, I have experienced situations in the field with confined space entries, contaminated soils, and active construction zones. When faced with a work assignment that could result in a physical injury, I take great comfort in knowing that my employer has considered my safety in its policies and procedures, and I hope this conference will help the City continue to take these issues seriously.
 
Focused work safety rewards us all with more opportunities to enjoy family, friends, and co-workers and to enjoy our personal interests without hindrance of a work-related injury.

Proposed Amendments to Constitution

In an effort to streamline and modernize our operations, the Executive Board has voted to combine the Bylaws and Constitution into one document.  Additional changes have been proposed to:

  • Eliminate the Associate Member category, as it has never been used. 
  • Create a Past President position.  The Past President represents the Association at the Labor Management Benefits Committee and undertakes other tasks by mutual agreement with the President.
  • Allow electronic voting except for a strike vote and constitutional changes. 
  • Allow the E-board to adopt simple rules, based on, but not as complex as, Robert's Rules of Order. 
  • Update Officer and Representative duties.
  • Clarify committee appointments.
  • Clarify our current rules for expenditures and financial safeguards.
